Summary toned down Kazarzeth maintenance nightmare

Description Made various tweaks to reduce the maintenance nightmare of being a Kazarzeth. The most noticeable will probably be the removal of a strong random perturbation from the race hunger levels, and a "safety net" that, under most circumstances, will prevent there from being more than three "disliked" races at any given time. Punishments are also less frequent, and there are measures to keep punishments from spamming if you attack a lot of times in one round. Energy depletion from going without feeding is also less severe at the high end.
Reason For various internal and external reasons they had become pretty ridiculous.
Result Kazarzeth hopefully become only difficult to maintain, not impossible.
