Summary traveler item rewards ignore externally defined rarity

Description someone (chaos?) rewrote traveler item bestowals to be much more efficient but in the process made them respect item rarities. i know this sounds weird but this really screws up the rewards... i kind of took into account that treating these items of equal rarity was going to be okay when i balanced for it. (a) there are a metric shitload of skills these days, and (b) the bestowals themselves are really rare, and (c) certain items like rings of great protection are so disproportionately common that nothing else is ever selected
Reason people seemed to be getting nothing but great protection rings from traveler challenges
Result better traveler items rewards
