Description made it so that gaining skill experience in a skill is only possible if A) the skill doesn't require a specialty that you don't have, and B) the skill change is explicit if A isn't true. In practical terms, this means that nothing should ever force a specialty you didn't assign (except formal training so maybe don't train all at Erasmus).
Reason trying to fix specialties some more
Result might break a few things like intro'ing weird skills, notify devs if this happens
