Summary empathic bonds bonus specialty changes

Description 1: created the concept of half- and no-bonus empathic bonds familiar skills. so if you have a max bond, "tier 1" skill with the half-bonus flag enabled, you'll get 2 bonus specs instead of 4. the function of the no-bonus flag is more obvious. twhen i get around to implementing it, the main application will be to magical skills. 2: this only affects people with multiple bonds. you will now only get specialty bonuses from one source, whiechever one would give you the highest bonus by itself.
Reason spellcasting really hard to balance if people can easily get half of their potential max skill from bonus specialties. and absolutely nothing can be balanced if you can get like 8 bonuses from multiple bonds.
