Summary made empathic bond sunapsis charm self-disable on no dialog

Description Made it so that if somebody tries to execute a command and the Empathic Bonds sunapsis charm's command interception gets called, and it finds that the user has no current active input dialog, instead of denying the command it will turn off the charm.
Reason Fixing people by hand is tedious.
Result Sunapsis fixes itself when it breaks.
